Is EVS subject of hsc board considered for top 20 percentile in nits and iiits as the paper is not written, but considered for percentage

For National Institute of Technology (NITs) and IIITs candidate must clear JEE Mains cutoff after which the candidate is eligible for JoSAA counselling. According to me after a certain qualification percentage which is demanded by Institutes there is no role of Higher Secondary board result.
