The relaxed constraints for 10% quota bill encompass the majority of general category eligible for admission using EWS. So this bill for all practical purposes may end up just creating a separate cut off for EWS section with no practical impact. It may even turn out to show EWS cut off being higher than general category if a sufficient number of general category students apply under EWS section thinking it will be easier to get selection through EWS quota.
The bill introduction after defeating in recent elections and just before general elections make it seem like a ploy to earn votes by declaring we give reservation to poor people who need them.
So, asking about its impact on JEE Mains and other exams as such is a very far fetched question which cannot be answered yet as nothing has been officially declared.
The best you can do is study well and give your best in the exams rather than thinking about things like reservations, etc.
