GATE exam is completely related to graduate aptitude test and it is for the graduated engineers to go for their masters to pursue.
after you finish your masters, then for going higher study in the field of research and prestigious field is PHD ,so you should write GATE exam since after your mtech you are a mtech graduate.
yes, you can write GATE for getting admission for PHD'S.
try to get rank below 1000 and hence there will be a good and best institutes like IISC /IIT.
else, there wont be any value if you are getting above 2000 rank and all.
