On a general note government colleges has a much lower fee structures in private colleges in Chennai or Bangalore.You can not get a free seat through the counselling there.Obviously once you get a good rank you can take admission in your desired college but to avail free education you must check the scholarship criteria and eligibility and then acquire scholarship to get concession or high rebate in tuition fee structures.
