is 'Home state' quota and 'NE reserve seat quota' the same thing for Tezpur University?

Hi,
In Tezpur University, 60% of total seats are reserved for candidates from North-eastern states. If you are from these states, you are required to submit Permanent Residence Certificate stating so. However home state quota is only from the candidates belonging to assam only. These both are different as you can see.
