Good to see that you want to become an IAS officer so I want to tell you that there is no any graduation degree which will help you more or less in your UPSC CSE preparation.
So you can go with any stream and then can start your preparation from the first year of graduation. Do that thing which excites you which interests you and in which you can give much time without getting bored because at the end interest matters.
If you'll ask with me that which degree will help you in your UPSC CSE preparation I will suggest you to go with Bachelor in Arts as its most of the syllabus concerned with UPSC CSE syllabus and will surely help you.

If want to become an IAS then yes starting the preparation in your graduation itself is a good idea as in this way you will get more time for preparation. Also, many of the UPSC rankers like srushti Jayant Deshmukh had prepared for upsc during their graduation itself. One important thing is that you will have to maintain balance between college studies and studies for upsc preparation and to maintain balance you can divide your time table into two parts i. e one for college studies and other one for upsc preparation and 2-3 weeks before your college semester exams, you can keep upsc studies on hold, so that you can prepare well for your college exams.

------------)Read newspaper like the Hindu or Indian Express and magazines like Yojana, Kurukshetra, Economic and Political Weekly to keep yourself updated with the current events and issues.
