We cannot judge everyone in any particular college/institute by seeing college/institute name..
But here, coming to your question, qualification of CAT Matters
I would definitely say CAT qualified student will win your comparison
It doesn't mean that ibs Banglore is bad but everyone in ibs Banglore are not tallented..
