Is IIIT DELHI a central government college. If so, is there any Fees reimbursement for Andhra Pradesh student. What is the AVERAGE PACKAGE for CSE in it?

IIIT-D is an autonomous Institute of Government of NCT Delhi, much like IITs are autonomous Institutes of Govt. of India. There is no role of any private body in the governance of IIIT-D, and there is no mention of words like "PPP", "Private", or "Partnerships" in the Act or the Statutes.
As per my knowledge IIIT-Delhi has Income linked fee waiver scheme only for Delhi students.
The Average Salary Offered in 2019 for CSE branch is 17.43 lakhs .
