If you are asking for any financial assistance in the form of fee waiver seat or ews section then it becomes mandatory. Otherwise it's ok if you don't have it. But what is suggested for you is that you should keep your all documents ready bat the time of counselling like income certificate and domecile certificate and category certificate.
