The actual Situation is that ; you will require the income certificate for the fee waiver benefits.
And it will be needed at the time of admission not at the time of verification.
Means example if you will allot seat in nit Delhi in first round and you are going for the verification of documents ( in nit Delhi or in any other nit /IIIT ) than at that time you will not require income certificate .
And after all the rounds you are called for the Admission in the final college you alloted and for admission.
Than there you will need the income certificate for fee .

OBC-NLC (central list) certificate of category will only be accepted if issued by the competent authority in format prescribed by JoSAA at the official website. The form must clearly contain that the candidate is from Non Creamy Layer. The certificate should be recent.

Yes ,Income certificate is required for OBC-NCL students.IF your income certificate is below 5LPA then you will get tuition fees exemption(some percentage /not 100%) .And if your income certificate is below one LPA then you can get 100% tuition fees exemption.More for below 1 lakh income certificate ,there is exemption in counselling time also.You have to pay only 15000 instead of 45000.
