You cannot expect to get a good ROI or placement from colleges that have not been listed under Tier I or Tier II category. You might find many reviews everywhere suggesting otherwise that depicts some other picture but that would not be a wise choice. Coming to the ROI, it would not be stable if you do not get good placements from the college. Try to aim for the colleges in Tier I or Tier II.
