No both of these items are not allowed to be carried by the candidate for NEET exam and if you're found possessing them, you'll be asked to return them to any guardian that are accompanying you till the entry gate.

No wrist watches, no pouches are allowed. You will be given pen in the examination hall and there will ba a wall clock in the exam room. You only need to carry your Admit card, passport size photograph and a Valid id proof. And then regarding the dress code, either for girls or boys, it needs to be simple with no big buttons or embroidery or metal chains hanging. No jewelry of whatsoever metal will be allowed. And no watches or electronic gadgets will be allowed. Simple sandals are allowed but not shoes.
