NTA has mentioned that name and date are mandatory on the photograph. This year the checks will be little stricter and you may receive a notification asking you to re upload the photograph with name and date. Or you might not. But this is not one of the reasons why your application will be rejected. If NTA feels the photograph needs to be changes, you will receive a notification at your registered email and mobile no# and only then you can make the changes.
Yes it is compulsory that both the postcard and passport size photographs of yours have dates on it as it should not be later than 1st September 2019 along with all the other specifications. Go through the link for detailed information about the photo requirements.

No it's not mandatory to upload the candidate picture with name and date. You need to take care is, you upload a passport size photograph with 10-200 KB size and it should be clear without any caps or goggles. You can also refer the below given article for the further information -
