In order to be eligible for the 85 percent state quota of Delhi, you need to pass your class 12th from a Delhi school. There are no exceptions to this rule. Just a Delhi domicile won't do.
Yes, it is.Actually if you are staying at a place/city/state from long time then you will have the domicile of that state whether you have completed your 12th from that state or not.
And if you have done your 10th and 12th from other state due to any reasons so this will get you a domicile of the state you are studying now to and in that case you will now have domicile of two states.

As far as the rules are considered, a student can avail the state quota benefits of only one state.
If you have domicile of Delhi then you can sit for the 85% quota seats and can attend the counselling.
You just need to show your domicile and resident certificate in order to claim the benefits.
