NEET Reservation policies and criteria are applicable for 15 % All India Quota (AIQ) seats as per Government of India norms. On the other hand, criteria for reservation in state quota seats are subject to the rules of the state governing body/counselling authority.
The reservation of seats for 15% All India Quota is indicated below
Category Seats Reserved (Percentage)
Scheduled Caste 15%
Scheduled Tribe 7.5%
OBC (Non-creamy layer) 27%
Physically handicapped 3%
There is no reservation of seats for candidates from OBC-Creamy layer.
27% seats under All India Quota are reserved for non-creamy layer OBC candidates only in Central Educational Institutions. This reservation will only be applicable to the castes mentioned in the Central list of OBC. so the caste certificate should be central.

Central government doesn't issue any type of caste certificates so the state certificate for your category will be valid in both central and state counseling, don't worry about it.
