No, it is not mandatory. To be officially referred to be a clinical psychologist, you must have an MPhil or PhD from an RCI-accredited institution. This means that you can work in hospitals with the rehabilitation and clinical populations. This is a requirement if you wish to do psychological testing. In most non-clinical settings and private practice, however, an MPhil or PhD is not required. But, if you want to work in academia, you'll need a PhD at some time since otherwise, your opportunities for advancement would be limited. With only a master's degree, you'll start with a lower salary, however, job changes can boost your compensation to a pretty good amount in a couple of years, or three years at the most.

To become a clinical psychologist (depending what country you live in) a person must have their Master's degree, Doctorate in psychology or Doctor of Philosophy (PhD) in Psychology. This is the eligibility criteria.
A candidate who holds either 10 years of work experience or at least a Doctorate degree in Psychology, Professor status is given to them.
