No, NEET isn't compulsory for BSc Nursing unlike say in case of medical courses such as MBBS/BDS, as there are still other entrance exams such as AIIMS BSc Nursing, Indian Army BSc Nursing etc, from last year JIPMER/VMMC//BHU/GGSIPU to name a few are accepting NEET scores for BSc Nursing admission.

Yes,this is right that you can do BSc nursing without appearing in NEET examination. As some of the university offers you this thing and you just need to complete your class 12 with minimum of 45% marks in science including the subjects physics, chemistry, biology and English from any recognised board.
Also many universities conduct entrance examinations which is on the university level and you can get admission in that University for the course of BSC nursing by qualifying that university level test.
