Hello candidate,
There is no protocol or rule in the Indian constitution that every common man needs to salute the IAS or IPS officer whether he or she is on or off duty in general.
However, it's a general protocol for a less experienced officer to salute his senior whether he is an IAS or IPS while he is on duty.
