There is no such rule mentioned by the National Testing Agency, that you have to download the NEET Admit Card only on 15th April 2019.

You can download the NEET Admit Card from 15th April 2019 till the commencement of the exam.

Downloading the Admit Card a day before or a few days before of the NEET Exam is not a good idea to do so.

It is most preferable if you check your Admit Card just after the release because Admit Card is not just the Entry pass for the exam, but this also gives you the Exam centre.

NTA will soon open the Admit Card window.

The NEET admit card will be available online from 15th april and onwards.

You can login and access the admit card, take the print out anytime after 15th april till 5th may when the exam is finally due.

NEET is releasing the admit cards or hall tickets on April 15, 2019. It is not necessary to download admit card on the same date. You can download it afterwards. It means that the authority is releasing admit cards on this date so that people can download their admit cards. You can obviously download your admit card anytime afterwards till the exams.
