is it necessary to fill pcb all three subjects marks in ipu non cet form or we can take top 5 subjects

If you are filling form for any medical or technical program then including Physics, Chemistry and Biology becomes necessary. And considering Indraprashtha University then they consider Physics, Chemistry as main subjects and would consider their marks for admission. For any other query, feel free to ask.
