is it necessary to pay fees to the allotted college in keam?and if we get allotment in any other in next allotment,will the fees be repaid?

You need to pay the fees to book the seat.

If you get a better seat next round, you can get a refund after some deduction which is not more than 10%

That means I ll get 9000,when i pay 10k.i ve got engineering in a pvt clg, and im expecting to get any seat in govt engineering clg or diary science or bsc agriculture.

Yes. I would suggest you to pay the amount to book seat as we don't know how events might unfold later.
