Yes, it is necessary to qualify NEET to get admission BAMS college. Not only BAMS, but also BHMS, BUMS, BSMS and BNYS admissions will be done only through NEET. According to the new rules, admissions to all AYUSH courses, which includes BAMS, are through the merit list of NEET examination only. If the candidate has not appeared for NEET or has not qualified in it will not be eligible for admission to the BAMS course.

As per the notification, candidates applying for undergraduate (UG) courses in Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) will be required to appear for NEET 2019
So, yes it's necessary in order to get admission in Bachelor of Ayurveda, Medicine and Surgery (BAMS) course.
