As per latest information and current rules it became mandatory. Earlier there was nothing like this . Earlier it doesn't matter whether you are in or out you have to only reach college on time. Many local boys commute daily . You can live in hostel flat pg or whatever you want to earlier. But now only in campus.

yes as per the rules of IIT's it is necessary to stay in hostel for undergraduate student specially for BTech student no one is stopping you to go  to your home on daily basis, but you still will have to pay hostel charges.
In IIT Kharagpur same rules and regulation will be followed.
