First, we would suggest you to appear for NEET the same year you are completing your 12th. And based on the score that you have managed to get and the Counselling trends, may be you can take a call. Before testing your competence, it might be too early to take a call about dropping a year. It is a big decision that might affect you in the long run. So you need to think twice before taking a call. So first appear for NEET, wait until the Counselling process is over, check your performance, compare it with the cut offs and then take a call. That way you will know whether you can join any course like Degree and then appear for NEET or drop a year and only focus on NEET. Both of them do make a huge difference. So we would suggest you to first attempt NEET.

See Neet is a very tough exam their are almost 15 lakh aspirant every year and only 70k seats so it's not possible that everyone gets a seat in a college and also everyone wants a govt college so thats why most people take drop year to get a govt college as they may not be able to afford private college or miss cutoff by a small margin. It is up to you if you are able to cover both at a time then it will be good but if you cant handle both at a time then you should take a gap but then later you have to buckle up everything.
