Yes it is totally fine to study in an  average college for cse branch untill and unless you like the stream.  If you really have interest then there are more chances that you will become successful as at the time of placements your practical knowledge about the course matters especially in computer science and as you gain experience there are more chances that you will get a higher package . So study well not just for gpa as it matters only upto certain level and start doing internships in college only , you will get a learning experience.

Yes it is ok to study cse in average college .If you are a good self learner then college does not have much influence.In every college they will teach you only something you have to learn everything on your own by referring textbooks,youtube,google,online courses,workshops etc.I would recommend moocs like nptel coursera edx .

It is all dependent on how you can do better. Top colleges have top teachers with high teaching facilities and good placement records like IIT and NIT colleges. That is why, competition is high in these colleges. You can apply even in your state colleges. If you can do self study and are interested in doing the course, you will be definitely succeeded. Make sure that you build your resume by doing internships, participating in workshops, doing courses like NPTEL. Also, keep your score higher than 60% for better career opportunities.
