Which course do you intend to pursue, where do you intend to pursue. Ideally, the universities abroad, i.e in North America and Europe require a proof of English Language competency from their applicants. This proof of English language competency is provided through a number of exams some of them are IELTS, PTE, TOEFL.

Now if you intend to study a language or the program in a different language you need to prove your proficiency in that language. Say if you want to do an MS in Mechanical Engineering in German from Germany, you will need to prove your German proficiency.

There might be some institutions which may not require a Language proficiency...you will have to research those.

By the way, if you want to look at the top universities across the world, you would require to submit the scores of any one of the language proficiency test.
