Yes it is possible but not in category 1.You can get CSE/IT/ECE at VIT Vellore or chennai campuses in category 2 or 3.Note that as category increases fees structure also increases with around 1 lakh per category according to last year's VITEEE counselling.

Well COmputer science cannot be achieved but yes there is some glimmer of hope for electronics and communication as last year the closing rank for the electronics and communication was around 23k.
