is it possible to get into a foreign institution for master's degree after completing a 3 year graduation (BCA) + a one year post graduate diploma, would it be considered a 4yr graduation equivalent? if so, what are some good one year pg diploma programs in india? other suggestions are welcome

You can always apply for the masters in foreign institution, there are plenty of options. The only concern is that how much fees and accomodation cost you can spend on your education.
No, diploma of one year won't be count as 4 year graduation. Diploma is always counted as a seperate entity and education mark for every individual. If you want to pursue diploma of one year you have choose one any one subject regarding in your field.

Hey, really appreciate you replying, my main concern is that one of the main criterion for application to any recognised US University is 16 years of education (10+2+4), I really believe that there must be some workaround to get me that extra year of education, be it on paper
