No, you can't shift to MBBS from BDS course after completing one year. You can also consult it from your college as every college has different rules.

No, this is not possible to get admission in MBBS after completing 1st year of BDS as you will have to clear entrance test with very good score if you wish to get admission in MBBS in Govt/private colleges.
