Is it so that if we learn java/python/c programming we can also sit with cs/it students in placement?? I'm an EC student

Let me clear you one thing first, every college has a minimum CGPA Requirement for every student to be able to sit in the placement drive taking place in-college (usually 7 CGPA). If you manage to secure that, then you are eligible to sit in any interview if you possess the desired skill set.
Let's say if you see a placement offering for a software engineering which requires JAVA/Python/C++ then irrespective of your current branch you will be able to sit in the interview.

As you mention if you learn languages gives you opportunity to sit with cs/it placement. So answer is yes you can. But I want to tell you one thing that you are from ECE you are going to learn lot of CS related topics. And generally c/ python programming are the subject for every branch.
