Hello. Yes you can. If not ration card, I am sure that aadhar card would be enough as a proof for residential permanent address.

Make sure the address in aadhar card is the permanent one with all the details like block number, street, pincode etc.

So state subject regd, for residential permanent address, as a proof you can give both of them
