Yes you are right because for SC ST category students they are fully waived from tuition fee in both IIT and NIT therefore then eat only pe message once hostel rent in other Gymkhana fees therefore the sums up to what amount you have mentioned in the question the major portion is the tuition fee which is completely waived off.
