Is it true that this year neet2020 West bengal state quota cutoffs will go nearly equal to the neet2019 15% All india cutoff of WB under all category?

Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam. And when the competition increases but the seats available are limited, the cut offs increase. For example, if the Candidates who qualify in NEET are exceptionally more than the available seats, the cut offs are bound to increase. But always the no.of Candidates participating in the Counselling are atleast 10 times more than the available seats. So the cut offs are higher. But this year NEET being pushed back by almost 5 months has given Candidates longer time for preparation and so competition is expected to be tough and hence higher cut offs can be expected. But whether the cut offs will be as high as All India Cut offs cannot be said with certainty.
