Smartphones are a necessity nowadays to keep in touch with your close ones. I don't think there's any instution anywhere in the world which prohibits the use of mobile phones in their campuses. There may be restrictions to not use them after a certain point of time and during your lectures, but rest assured, you'll be allowed to use your mobile phone.
