The counselling conducted by MCC is for 15% AIQ . you can participate in it and can college in any of the states . Domicile is not an issue.

you caste must be in the central list released by the government of india in order to claim your seat through reservation.

Some of castes are there in the state list but not on the central list like mallicks in bihar so they can not apply using mallick certificate for AIQ counselling but for there state they can apply through reservations.

No you cannot use the caste certificate provided by the government from Gujarat for admission into tu deemed dental colleges at Maharashtra. Actually to get the benefits of of reserved categories one need to to show the the cast certificate which should be approved either by Central Government or the state in which you are participating for the counselling.
