Hello dear,
I would like to inform you that
OBC certificate is different for different states as every state has its OBC caste list. The OBC certificate is made by State Govt. based on that list only.
One of the caste which is OBC in U.P. may not be in the OBC list of Delhi. So the OBC certificate of U.P. may not be valid in Delhi.
In case there is Central Govt. vacancy, OBC certificate issued by state is valid if the caste is in Central OBC list.

The certificate is only valid if it is issued under central OBC list issued by central government for OBC NCL otherwise obc certificate issued by UP government will only be valid in the state only because you come under state OBC list.
Every state has a different caste falling under OBC list.
And they issue it differently for state.
If you want to use it you should make sure that the certificate is issued under OBC NCL central list.
