NCL is Non Creamy Layer of OBC. This is different from normal OBC candidates who are considered same as general category students and do not have any reservation. Whereas NCL OBC are the category of students who get reservation. This is basically for OBC candidates whose annual income is less than 15 lakhs.
You need an NCL certificate from the government for this reservation in all competitive exams.

If you fall under OBC NCL, then you need to submit OBC-NCL certificate. This document is required if you are availing Category reservation. And Candidates belonging to Non Creamy Layer are eligible for 27% of reservation in Central Institutions. For Candidates belonging to Creamy Layer to claim any reservation benefits, their Caste should be mentioned in the Central OBC list. Those Candidates who belong to OBC but if their Caste is not listed under Central OBC list, then they fall under General Category. In these circumstances, if you belong to the Non Creamy Layer, it is important to furnish NCL certificate to avail reservation.
