NET exam which decides if a student is eligible for Assistant professor/ Junior research fellowship. It is a kind of reward and  it is hard to qualify. Success rate is 6%. it is not for admission in PhD. PhD is recognized if done in IIT campus. In India, IIT is famous for research work and it's contribution to society as it mostly works for government.

so If you have a CGPA above 6.75 then you can apply. if you have reservation category then you can use it also.

See, if you want to do Ph.D in top institutes then you will have to give NET exam.But its not compulsory because many universities conduct their own research/PhD entrance exam followed by interview  for. taking admission. But if you will qualify NET then you don't need to give any entrance exam.
