It's depended on college and university too. Just for Example, if you are studying in Loyola College, Chennai. In Loyola, you need to part of any club, it maybe NSS, NCC or some other clubs and you should need to work 60 hours on this clubs. It is necessary that to get a degree certificate from Loyola College affiliated with madras university. So, No college will force you to be in NSS, but they can say to join in any one of clubs and complete the credits.
