Is nuclear force conservative force nor non-conservative?
Practically speaking , nuclear force is not a conservative force. As conservarion of force holds good at weak interaction but since nuclear force is extremely strong in nature and the interaction is in micro level , at the levels of quarks.But theoretically it does obey conservation of force.For more details check the link provided below:

Theoretically nuclear forces are conservative but practically they are non conservative in nature because there is no such way that we can account all the energy changes in a nuclear reaction and therefore forces entailed in nuclear reaction So practically nuclear forces depend upon the path followed

Theoretically speaking, yes they are conservative because they follow conservation of force.
But practically it's difficult to prove their conservative nature due to the nature of nuclear forces.
