Is physical and health education subject opted in class 12, a "Technical vocational subject"?

According to my knowledge and a formal information brochure provided by UPSEE, I found that it should come under Technical Vocational Subject. As you can visit official website of UPSEE and on upper screen you can find information brochure in which each and every detail is mentioned.
