Hello Priyanshu,
No, Physical Education is not a technical Vocational Subject in class 12.
Technical Vocational Subject is the subject which can be replaced in the place of
three elective subject(Physics,Chemistry,Mathematics),When a student fails in
one of these subjects like-Information Technology,Agriculture,Banking and insurance etc.

But it is mentioned there as internal subject and in Hindustan times article it is said that it is vocational subject I am confirming about technical vocational subject are you sure 100 Percent

It depend if you have 5 subjects out of them Physical Education is included ,then it is treated as main subject,but in case of you have 6 subjects then it is treated as extra subject .percentage will be calculated on the basis of 5 maximum marks subjects.Can you please send your subjects of your class 12,it will be easy to clear the thing.
