Yes, of-course Private Board students are eliguble for JEE exams. When you fill the application form for JEE Mains it asks your board and there is big list of names of all the board from that you can choose your board.

NEET is national level Common Entrance test to get admission in various Medical Colleges in India. The final admission to the Medical Colleges depends on the NEET score as well Category and Home state. The Basic eligibility is one must have passed 10+ 2 with minimum 50% of marks from a recognised Board of University. No private Students are allowed to write NEEt exam.
