The notice issued by NTA for NEET 2020 reads:

The candidature of candidates in the NEET (UG)-2020 who have passed the qualifying examinations i.e. 10+2 from National Institute of Open Schooling or State Open Schools or as private candidates from recognized State Boards; or with Biology/Biotechnology as additional subject shall be allowed but subject to the outcome of Special Leave Petitions/Appeals filed by the Medical Council of India).

Therefore, it cannot be said with certainty whether they will be allowed or not.

The National Entrance cum eligibility test for ug 2020 to be held on May 2020 and NTA  recently announced NIOs students will be eligible to answer it is likely that NIOs students will eligible to Neet UG 2021.Nios students and private candidate they can fill the class XI details in the application form of Neet private candidate can concern regards they should fill directly write class XII exams without appearing in class XI. The CBSE has issued new notice on neet  with the recent issued by the Delhi high court as per with NIOs students private candidate and all other aspirants who were previously ineligible now they have been allowed to apply Neet exam.
