No, not at all. I can assure you that 99% students who persue computer science engineering have no idea of programming untile they enter the college.
Most of the students study maths,chemistry and physics in class 12th and appear for jee so there is no time to learn programming.But some students who take Computer Science as extra subject in class 11th and 12th do have idea about programming but that doesn't mean that its necessary for all.

No previous computer  programming language is not required. As most of the total living student who give JEE advance examination are in Kota for last 4 years and they only focus in JEE mains and JEE advanced. And after clearing JEE advanced they got computer science engineering.
Every college will start computer science engineering from basic level you did not need to worry about this more.
