No, it is not hard to learn C and C++.
C and C++ are basic programming languages. You must learn basic concepts of addition of numbers, taking user input, processing strings and so on in programming languages. Once you learn these concepts, it is very easy to write programmes on your own. There are many websites and forums to practise programming languages and ask your doubts. You can also go to a good private tutor to clear your concepts.
You can refer to good books like C Programming Absolute Beginner’s Guide by Greg Perry and Dean Miller, C Programming Language by Brain W.
