Is registration fee and counselling fee two different fees in IPU (Indraprastha University Delhi)?

Yes, Both the fees are different. And the procedure is the same in almost all colleges.  The registration cost is as the name suggests, for registration purposes. And the counselling charges is the same as the name suggests. They are not charging fees twice. Although, if you really want to clear your doubt then you may contact the college authorities. And follow as they say.
