Hello,
Residence certificate is only required in TS EAMCET counseling if you have not taken any institutionalised education,ie, appeared for private exams or you are non local student.

It is not required if you produced your study certificate from class 5 to intermediate. This will be enough to prove your nativity and caste.

You will need to produce it if you did your some part of schooling in one state/region and another some part in other states/regions. But mostly last 4 consecutive years of schooling is considered to determine your region in this case.
