Is second year student eligible for the exam of JAM? Or it's compulsory to give this exam in 3rd year of BSc or after 3rd of BSc?

No second year students Can't eligible for applying JAM.
Only final year and passout are eligible for applying JAM.
In JAM 2020 Candidates who will be pursuing the qualifying examination have to submit the proof of passing the qualifying examination to the admitted institute by 30th September 2020.

I don`t think so you can give JAM exam in 2nd year of B.Sc.
You can apply for JAM exam after B.Sc degree (3 year).

Hope you are doing well.
IIT- JAM is basically an entrance test for pursuing Masters in Science from renowned and reputed colleges of India including all the IITs and NITs and many other good institution.
Your score of IIT-JAM is valid only for a year which means, if you appear for the exam this year, then you'll have to take admission before 31st Dec 2020.
The eligibility criteria for IIT- JAM is a Bachelor's of Science from a recognised and approved institute with 55% aggregate
But, you may apply in 3rd year, by giving an average of your scores till fifth semester and take admission just after your Bachelor degree ends.
