Is smart phone allowed in RVR and JC college for 1st year students

Hi,
Smartphones are allowed in almost every college/university. But, various colleges have norms that the smartphones need to be switched off during the lectures ongoing in the classroom. This norm is almost followed in every Institute that phones needs to be switched off during classes.
